Mr. Cave first joined the West Texas VA Health Care System as the Interim Associate Director in November 2018 for a 120 day detail. He then returned July 1, 2019 as the Interim Director. Mr. Cave is responsible for the overall management of healthcare services for West Texas Veterans across the 33 counties served by the West Texas VA Health Care System, based at the George H. O'Brien, Jr. VA Medical Center in Big Spring, Texas. Mr. Cave is officially assigned to the Corporal Michael J. Crescenz VAMC in Philadelphia, PA where he is currently the Assistant Director. Mr. Cave joined the VA six years ago as a Presidential Management Fellow and has served in VA Medical Centers as a Health Systems Specialist, Financial Manager and has taken stretch assignments including General Attorney, Public Affairs Officer, and Emergency Manager. Mr. Cave is a graduate of the University of New Mexico with an undergraduate degree in Accounting and the University of Akron School of Law with a Juris Doctor in trial advocacy and dispute resolution and he continues to maintain an active legal license. Additionally, Mr. Cave is a graduate of VISN 4’s Leadership Development Institute and the VA’s Leadership VA Class of 2016.

Mr. Douglas joined the West Texas VA Health Care System as the Associate Director on In August, 2019. Mr. Douglas is responsible for the overall management of the Administrative services for West Texas Veterans across the 33 counties served by the West Texas VA Health Care System based at the George H. O'Brien, Jr. VA Medical Center located in Big Spring, Texas. Mr. Douglas is officially assigned to the Ioannis A. Lougaris VAMC in Reno, Nevada where he is currently the Chief of Veteran Engagement Service. Mr. Douglas joined the VA in 2004 at the VA North Texas Healthcare System where he occupied numerous positions. Mr. Douglas is a graduate of the University of Texas at Arlington with an undergraduate degree in Interdisciplinary Studies, a Master’s in Healthcare Administration, and a Master’s in Business Administration. Additionally, Mr. Douglas is a graduate of VISN 17’s Leadership Development Institute.

Rebekah F. Friday, BSN, MSN, NEA-BC, RN, is the Associate Director, Patient Care Services of the West Texas VA Health Care System, Big Spring, Texas. She has program responsibility and accountability for the development and oversight of Nursing Service, Nutrition & Food Service, Sterile Processing Service, Prosthetics, Community Living Center and Compensation and Pension. Ms. Friday received her Bachelor of Science in Nursing from the University of Texas Health Science Center, San Antonio. She graduated with a Masters Degree in Nursing Community Health, Cum Laude in 2004. She subsequently received her board certification as Nurse Executive-Advanced in 2004. At present, Ms. Friday is enrolled at Drexel University in a second Masters Degree program for Clinical Nurse Leader with an expected graduation date of Summer 2019. Ms. Friday began her federal career by serving in the United States Air Force, retiring in 2013 after 22 years of service. During her tenure as an Air Force Officer, Ms. Friday rose through the ranks achieving the rank of Lieutenant Colonel, an accomplishment only 1% of Air Force nurses achieve. During her Air Force career, Ms. Friday served in a variety of leadership, administrative, and clinical positions to include Chief Nurse at her final duty assignment. Her military career equipped her with exceptional leadership values, skills, and practical experience.
